Umm, kind-of it is, if that is the only modern way for the Senate to exercise its Constitutionally-given duty to wage, or not wage, war.

They only control the purse strings. This non binding waste of time is only designed to spite the Commander in Chief.

Summary

S.233 prohibits the use of funds for an escalation of United States military forces in Iraq above the numbers existing as of January 9, 2007.

Background

President Bush has discussed increasing the number of troops in Iraq in a so-called "surge option." This has met congressional opposition, and this bill provides a tool for congress to oversee the Iraq troop levels.
